هى العملية التى تنطوى على تحويل الصناعات التى أصبحت منتجاتها كاسدة والتى لا تتمشى مع تغير انماط الاستهلاك مما يدفعها الى الاستغناء عن اعمالها الى صناعات تقوم بانتاج سلع يكثر الطلب عليها ويؤدى ذلك بالتالى الى الحد من البطالة وزيادة العمالة.
